Overlay PDF Pages guide
Place content from one PDF over the pages of another PDF with adjustable opacity and page mapping.
What this tool does
Overlay PDF Pages treats one document as the base and another as the layer drawn above it. In Repeat overlay page 1 mode, the first overlay page is scaled and centered over every base page. In Match pages by position mode, overlay page 1 is applied to base page 1, page 2 to page 2, and so on. Base pages beyond the overlay document’s length remain unchanged in matching mode.
The overlay is scaled proportionally to fit within each base page, then centered. You can set opacity from 5 to 100 percent. This can apply a letterhead, border, review mark, translated annotation layer, or consistent visual frame when the overlay PDF has transparent page content.
PDF pages can also contain an opaque white background. Such a page may cover the base even when it looks “blank” in another context. Lower opacity blends the full overlay but does not remove white. This tool does not detect backgrounds, change blend modes, align crop marks, offset positions, isolate artwork, or guarantee that form fields and links from either document remain interactive.
How to use it
- Choose the base PDF that should remain underneath.
- Choose the PDF whose page content should be placed above it.
- Select repeated-first-page or position-matched mapping.
- Set the overlay opacity; use 100 percent for transparent letterhead artwork.
- Apply the overlay, download the result, and inspect several pages closely.
Test with a copy before processing important records. Confirm page sizes and visible backgrounds in a trusted PDF viewer. Matching mode is safest when both documents were made for the same page sequence.

Document and legal limitations
The generated file is a new PDF and should be assumed to invalidate signatures on either source. Bookmarks, form behavior, accessibility tags, annotations, optional layers, and internal links may not be preserved as expected. An overlay is not a secure redaction: hidden or covered base content may still exist in the document structure. Use dedicated redaction software for confidential removal.
