Arrange up to 20 JPG or PNG images and turn them into one downloadable PDF with one image per page.
What this tool does
Images to PDF embeds selected JPG and PNG files into a new PDF in the order shown. Move individual images up or down, remove unwanted selections, and choose one of two page-sizing methods. A4, automatic orientation uses portrait A4 for taller images and landscape A4 for wider images, leaving a small margin while fitting the entire picture. Fit page to image at 96 PPI creates a page with the same proportions as the image and converts pixels to PDF points using 96 pixels per inch.
Each image becomes one page. The tool embeds JPEG data directly and losslessly compresses PNG data according to the PDF library's behavior. It does not intentionally reduce source resolution, although an A4 page displays a large image at a smaller physical size. Transparent PNG areas appear against the PDF page background, which is normally white in a viewer.
This is intended for still JPG and PNG images. It does not accept WebP, animated images, HEIC, SVG, RAW camera formats, or layered editor files. A PDF assembled from photographs can be large because the source image data remains substantial.
How to use it
- Select up to 20 JPG or PNG images, each within the displayed limit.
- Review the list and use the arrow controls to establish page order.
- Remove any image that should not be included.
- Choose A4 pages or pages fitted to each image.
- Create the PDF, download it, and inspect every page at normal zoom.
For scanned paperwork, rotate and crop each image before combining it. Consistent orientation and margins make the resulting document easier to read and print. Keep the source images until the PDF has been verified.

Page size and print quality
Pixels do not have a fixed print size until a resolution is assumed. The fitted-page option uses 96 PPI for predictable browser-oriented sizing, while A4 mode scales each image inside a standard sheet. Neither choice adds missing detail. A small source enlarged for print can still look soft or pixelated.
For legal filings, commercial printing, accessibility remediation, searchable scans, or archival standards such as PDF/A, use a document workflow that can validate the required specification. This utility creates a straightforward image-based PDF without OCR or tagged text.
